OPERATION DOORSTEP was established in 1992 and implemented in many churches as part of the Jerusalem Outreach Conference by Gene Gurganus and Mel Lacock. Their primary mission was to strengthen local churches spiritually and numerically in order to reach our Jerusalem for Christ and to expand world-wide missionary outreach.
Operation Doorstep is a program designed to help equip believers for the work of evangelism. The program can be implemented by churches, groups, or individuals who have a desire to reach the lost with the Gospel of our Lord and Savior Jesus Christ.
Operation Doorstep has been successfully used in my local church for over 20 years. As a long time member of the Operation Doorstep program, I would like to encourage other churches and ministries abroad to implement this program as a valuable resource to help equip believers for the work of evangelism. The program can be implemented by churches, groups, or individuals who have a desire to reach the lost with the Gospel of our Lord and Savior Jesus Christ.

Gene Gurganus is from Rocky Mount, NC and was saved in 1950 in Oliver Green’s tent. A call to the ministry caused him to leave the study of Optometry to attend Bob Jones University and Seminary. After graduation, Mr. Gurganus served as a pioneer, church planting missionary in Bangladesh for 17 years. His ministry resulted in the formation of the Dampara Baptist Church and Chittagong Bible Correspondence School. Since 1975, Dr. Gurganus has served at the Southeastern Representative of ABWE (Association of Baptists for World Evangelism).
Along with authoring several books in Bengali and English, he conducts conferences specializing in faith promise giving and also Jerusalem Outreach, a conference designed to encourage local churches to reach their own Jerusalems for Christ.
Mel Lacock is originally from Montana and was saved at the age of nine in a Daily Vacation bible Sunday School Union. After graduating from Bob Jones University in Greenville, South Carolina, in 1956, Mr. Lacock served in the United States Air Force. In 1960 he returned to Bob Jones University to complete his graduate studies. In June of 1963, he and Julia Clinard were married and then served for several years as missionaries to the Orient, first in Taiwan, and then in Hong Kong.
In 1976, while serving with the Association of Baptists for World Evangelism in a church planting ministry in Hong Kong, WON BY ONE was begun as a tool for evangelism and discipleship among the Chinese. In 1982 the Lacocks returned to the United States to work with the Association of Baptists for World Evangelism in the WON BY ONE ministry.
Since it inception in 1976, the WON BY ONE STUDY COURSE has been translated into several languages and is being used world-wide.
